Home Weatherization for Income-Qualified Customers

You may qualify for a free home energy assessment, and energy efficiency and health and safety upgrades, at no charge. 

Home Weatherization for Income-Qualified Customers provides an in-home assessment to identify energy savings opportunities. Depending on your home’s needs, you may also be eligible for the installation of up to $6,000 in energy efficiency upgrades and up to $1,500 in health and safety improvements, all at no cost to you.

For the home to be eligible, you must meet all the following criteria:

  • Be an active JCP&L residential customer with a valid account number, and 
  • Be living in a single-family home or in a building with one to four units (home, apartment, townhouse, etc.) that are individually metered, and
  • Own the home or have the property owner’s authorization by asking them to complete the Landlord Consent & Permission Agreement

*Homes that are 0 to 5 years old, under builder’s warranty or in foreclosure are not eligible. Homes heated with alternative heating sources, such as propane or oil may not qualify for all of the energy efficiency products listed below. 

Your Assessment

A certified Energy Advisor will inspect your home and recommend specific energy efficiency measures to help you save energy.

You will receive a variety of energy-efficient products, installed at no cost, to help you start using less energy right away. These may include:

  • LED lighting
  • Hot water conservation measures (water heater pipe insulation, efficient-flow showerheads, faucet aerators)
  • Installation of a programmable smart thermostat
  • Insulation upgrades in walls, ceilings and attics
  • Air sealing of windows and doors
  • Ductwork sealing and repair

Additionally, based on the findings from your assessment, you may be eligible for the installation of additional energy efficiency upgrades and health and safety improvements depending on the electric company's approval, all at no cost to you.

To be eligible for home weatherization under this program, you must meet at least ONE of the following income requirements:

  1. Your primary residence must be located within a moderate-income census tract as defined by the Federal Financial Institutions Examination Council (www.ffiec.gov.) Census tract confirmation can be verified by visiting the following page, entering your address, clicking on “Census Demographic Data”, and looking at the Tract Income Level: geomap.ffiec.gov/FFIECGeocMap/GeocodeMap1.aspx , OR
  2. You provide proof of participation in the New Jersey SHARES (NJ SHARES) federal/safety net partnership program, OR
  3. You provide proof your household income is above 250% and below 400% of the Federal Poverty Guidelines (see table below).

If your household income is below the minimum value for the number of people living in your home, you may be eligible for additional services through Comfort Partners, which is offered by the New Jersey Clean Energy Programs.
